As of 2025, Russian captors have subjected nearly 700 Ukrainian combatants and civilians to state-sanctioned electrocution, starvation, physical/sexual trauma, and indoctrination across 29 detention centers. An estimated 16,000 civilian detainees remain missing within Russia’s legally ambiguous prison network, The Guardian reported in April 2025.
